1Adjust rack to top position and preheat oven to 425°F. Bring a large pot of salted water to a boil. Wash and dry produce. -
2In a medium bowl , combine ground beef , panko breadcrumbs , half the scallions (greens), half the ketchup , 1%tbsp water, juice from one lemon wedge, salt , and black pepper .
