Bring a #large pot{} of salted water to a boil. Wash and dry all produce.

Heat a drizzle of @cooking oil{2%tbsp} in a #large nonstick pan{} over medium-high heat. Add @ground beef{12%oz}, pressing into an even layer with a spatula. Season with @salt{to taste} and @black pepper{to taste}. Cook undisturbed until browned on the bottom ~{3%minutes}. If excess grease accumulates, carefully pour it out.

While the beef cooks, mince @garlic{3%cloves} and combine in a #small bowl{} with @chili flakes{1%tsp} and a splash of @cooking oil{} to form the garlic chili oil. Set aside.

Once the water is boiling, add @ramen noodles{2%packets} to the pot. Cook until just tender ~{2%minutes}. Drain and rinse thoroughly under cold running water ~{30%seconds}.

Transfer the drained noodles to the pan with the beef mixture and @red cabbage and carrot mix{4%oz}. Dissolve @pork ramen stock concentrate{1%packet} and @sweet soy glaze{2%tbsp} into a splash of hot water, then pour over the pan. Toss until thoroughly coated. Taste and season with additional @salt{to taste} and @black pepper{to taste} if desired.

Divide the beef ramen noodles between bowls. Drizzle with the prepared garlic chili oil. Sprinkle with sliced @scallions{2%stalks} and @sesame seeds{1%tbsp}. Serve immediately.
