Adjust oven rack to middle position and preheat to 450°F. Lightly oil a #baking sheet{}. Wash and dry all produce. Peel and mince @ginger{½%tbsp}. Trim and thinly slice @scallions{2%unit}, separating whites from greens; mince whites.

In a #small pot{}, combine @water{¾%cups} and a pinch of @salt{}. Bring to a boil, then stir in @jasmine rice{¾%cups}, cover, and reduce to a low simmer. Cook until rice is tender ~{15%minutes}. Keep covered off heat until ready to serve.

While rice cooks, in a #medium bowl{}, combine @ground beef{12%oz}, @panko breadcrumbs{¼%cups}, minced ginger, scallion whites, @garlic powder{1%tsp}, and @water{2%tbsp}. Season with salt and @black pepper{}. Form into 1-inch balls and place on prepared baking sheet. Bake until meatballs are browned and cooked through ~{15%minutes}.

Meanwhile, in a second #medium bowl{}, combine @hoisin sauce{2%tbsp} and @water{2%tbsp}. Once meatballs are cooked through, carefully transfer to bowl with hoisin mixture; toss to coat.
