Preheat oven to 400°F with rack on top position. Bring a #medium pot{} of salted water to a boil. Wash and dry all produce.

Halve @bell pepper{1%unit} and discard seeds. Rub cut sides with @olive oil{1%tbsp} and season with @salt{1%tsp} and @black pepper{½%tsp}. Place on a #baking sheet{}, cut-side down, and roast until slightly charred ~{15%minutes}.

While peppers roast, place @butter{1%tbsp} in a #small bowl{}. Microwave until melted ~{30%seconds}. Stir in @panko breadcrumbs{¼%cup} and a pinch of salt. Set aside.

Add @cavatappi pasta{8%oz} to boiling water. Cook, stirring occasionally, until al dente ~{9%minutes}. Drain and set aside.

Heat a #large ovenproof pan{} over medium-high heat. Add @marinara sauce{10%oz}, @water{½%cup}, half of @chives{2%tbsp}, a pinch of @chili flakes{½%tsp}, and a big pinch of salt. Stir to combine. Bring to a boil, then reduce heat to medium and simmer until slightly thickened ~{3%minutes}.

Once roasted, transfer bell pepper to a cutting board and let cool slightly. Thinly slice.

Reduce oven to broil. Arrange drained pasta in the pan with marinara sauce. Nestle @iceland cod{16%oz} on top. Dot with @cream cheese{2%oz}, then top with sliced peppers, @fresh mozzarella{4%oz}, and panko mixture. Broil until cheese is melted and panko is golden ~{4%minutes}.

Sprinkle with remaining chives and as many chili flakes as you like. Serve family-style or divide between plates.
