Preheat the oven to 400 degrees. Place @baby potatoes{12%oz} in a #large pot{} with water and a large pinch of @salt{1%tsp}. Cut larger potatoes in half so they cook evenly. Bring to a boil, reduce to a simmer, and cook ~{15%minutes} until easily pierced with a knife. Keep an eye on the time as you will add the carrots later.

Prepare @garlic{4%cloves}(minced), @carrots{2%medium}(peeled and cut into 2-inch sticks), @lemon{1%unit}(zested and cut into wedges), and @parsley{¼%cup}(finely chopped).

In a #medium bowl{}, combine @parmesan cheese{¼%cup}, @dried oregano{½%tsp}, lemon zest, @panko breadcrumbs{¼%cup}, half the garlic, and 1%tbsp olive oil. Season with salt and pepper.

Place @tilapia{2%fillets} on an oiled #baking sheet{}. Drizzle each fillet with 1%tsp olive oil and season with salt and pepper. Top each fillet with half the panko mixture and press to adhere. Place in the oven and bake ~{8%minutes} until the fish is slightly opaque and easily flakes with a fork. Optionally, turn on the broiler and place the fillets under the heat source ~{1%minute} until the crust is golden brown. Watch closely as it can burn quickly.

When the potatoes are almost ready, add the carrots to the pot with the potatoes and cook ~{5%minutes} until crisp-tender. Drain and return to the pot. Add @butter{2%tbsp}, remaining garlic, and a pinch of parsley. Season with salt and pepper. Cook, tossing, ~{2%minutes} until garlic is fragrant.

Serve the tilapia with the potatoes and carrots to the side. Finish with a squeeze of lemon and remaining parsley.
