Adjust rack to top position and preheat oven to 425°F. Wash and dry all produce.

Toss @carrots{2%medium} on a #baking sheet{} with a large drizzle of @cooking oil{1%tbsp}, @salt{½%tsp}, and @black pepper{¼%tsp}. Roast on top rack until tender ~{20%minutes} to ~{25%minutes}.

While carrots roast, heat a drizzle of cooking oil in a #small pot{} over medium-high heat. Add @ginger{1%tbsp} and @scallions{2%stalks}(whites); cook, stirring, until fragrant ~{1%minute}. Add @jasmine rice{½%cup} and @water{1%cup}; cook, stirring, until rice is lightly toasted ~{1%minute}. Add water; bring to a boil, cover, reduce heat to low, and simmer until tender ~{15%minutes}. Remove from heat and let stand, covered ~{5%minutes}.

Meanwhile, pat @ranch steak{2%pieces} dry with paper towels. Place between two large pieces of plastic wrap. Pound with a mallet or rolling pin until steak is about ½-inch thick. Season with salt and pepper. Spread @sour cream{2%tbsp} over both sides of steak, then coat with @garlic powder{1%tsp}. Press into @panko breadcrumbs{½%cup} until evenly coated.

Heat a ¼-inch layer of cooking oil in a large, preferably nonstick, #large pan{} over medium-high heat. Once oil is shimmering and hot enough that a pinch of panko breadcrumbs sizzles when added to pan, add coated ranch steak. Fry until crispy and golden brown ~{3%minutes} per side. Transfer to a plate lined with paper towels to drain.

Place @katsu sauce{3%tbsp} in a #small bowl{}; microwave until warmed through ~{30%seconds}.

Fluff rice with a fork. Stir in @butter{1%tbsp} and @sesame seeds{1%tbsp}. Divide rice between plates. Top with steak and warm katsu sauce. Serve with roasted carrots and scallions(greens) on the side.
