1Preheat oven to 400°F with rack on top position. Bring a medium pot of salted water to a boil. Wash and dry all produce. -

5Heat a large ovenproof pan over medium-high heat. Add marinara sauce , water , half of chives , a pinch of chili flakes , and a big pinch of salt. Stir to combine. 6Once roasted, transfer bell pepper to a cutting board and let cool slightly. Thinly slice. -
7Reduce oven to broil. Arrange drained pasta in the pan with marinara sauce. Nestle iceland cod on top. Dot with cream cheese , then top with sliced peppers, fresh mozzarella , and panko mixture.
