  • large ovenproof pan

    Preheat oven to 400°F with rack on top position. Bring a medium pot of salted water to a boil. Wash and dry all produce.

    Halve bell pepper and discard seeds. Rub cut sides with olive oil and season with salt and black pepper . Place on a baking sheet , cut-side down, and roast until slightly charred ⏱️ 15 minutes .

    While peppers roast, place butter in a small bowl . Microwave until melted ⏱️ 30 seconds . Stir in panko breadcrumbs and a pinch of salt. Set aside.

    Add cavatappi pasta to boiling water. Cook, stirring occasionally, until al dente ⏱️ 9 minutes . Drain and set aside.

    Heat a large ovenproof pan over medium-high heat. Add marinara sauce , water , half of chives , a pinch of chili flakes , and a big pinch of salt. Stir to combine. Bring to a boil, then reduce heat to medium and simmer until slightly thickened ⏱️ 3 minutes .

    Once roasted, transfer bell pepper to a cutting board and let cool slightly. Thinly slice.

    Reduce oven to broil. Arrange drained pasta in the pan with marinara sauce. Nestle iceland cod on top. Dot with cream cheese , then top with sliced peppers, fresh mozzarella , and panko mixture. Broil until cheese is melted and panko is golden ⏱️ 4 minutes .

    Sprinkle with remaining chives and as many chili flakes as you like. Serve family-style or divide between plates.
